ABC News -- How did registered sex offender Anthony Sowell amass bodies of at least 11 victims in his home without anyone knowing? Sowell was visited at his home by the sheriffs department just last September, but the law actually barred them from entering the property. Neighbors say they didnt even know he was a sex offender. There are almost 700,000 registered sex offenders across the country, and experts say the system is overwhelmed. It is a vexing issue. How do you balance proactive policing with the constitutional rights of sex offenders once theyve served their punishment and are free to go? Should police have more authority to investigate registered offenders?
